What is the obligation of the Imam when besieging a fortress?

The Imam must continue the siege and not withdraw except under five specific conditions. The first condition is that the besieged inhabitants accept Islam, which secures their lives and property based on the Prophet's saying: "I have been ordered to fight the people until they say, 'There is no god but Allah.' If they say it, they preserve their lives and property from me, except by right." If they accept Islam after the conquest, their lives are secured, but their property is not, and they become subjects (*yarruun*).
