What is the obligation of the Muslim authority upon entering into a truce (Hudna) with non-Muslims?

Upon concluding a truce, the authority is obligated to protect the truce-bound parties from both Muslims and the protected non-Muslims (Ahl al-Dhimma). This protection stems from the fact that the authority has granted them security from those under its control, mirroring the security granted to those already under its protection. If any Muslim or Ahl al-Dhimma damages their property, the authority must guarantee compensation for that damage.
