Is obtaining permission from the commander required if the enemy attacks suddenly?

If the commander cannot be consulted due to the sudden and overwhelming nature of the enemy's attack, permission is not required. In such an urgent situation, the necessity of engaging the enemy and repelling the imminent corruption of inaction takes precedence. This is evidenced when the disbelievers raided the Prophet's camels, and Salama ibn al-Akwa, who was outside Medina, pursued and fought them without prior authorization, for which the Prophet praised him and granted him the share of both cavalry and infantry fighters.
