Does the permissibility of striking human shields depend on the proximity of the fighting (engagement)?

The ruling applies equally whether the fighting is close quarters (*multahimah*) or distant. The Prophet, peace be upon him, did not restrict the use of the catapult only to times when the fighting was already engaged.
