Is the possession of sufficient sustenance a condition for the obligation of Jihad?

The presence of necessary funds (Nafaqah) is a condition for the obligation of Jihad. This is supported by the verse: 'There is no blame upon the weak nor upon the sick nor upon those who find nothing to spend, when they are sincere to Allah and His Messenger...' (Quran 9:91). Moreover, Jihad cannot occur without equipment, thus capability to provide for it is considered.
