What is the priority when ransoming captives, between Muslims and People of the Covenant (Dhimmi)?

If the ransom of People of the Covenant becomes obligatory (for reasons such as their strategic importance or their capture while aiding Muslims), Muslims must be ransomed first, because the sanctity of a Muslim life is greater, and the fear of them leaving the true faith is more severe compared to the People of the Covenant.
