How is the Quranic command to march out, not all together, reconciled?

The verse commanding that not all believers should march out at once is understood to mean that a group should mobilize to gain religious understanding (Fiqh) while others remain behind. Furthermore, the Prophet (peace be upon him) used to dispatch detachments (Sariyah) while he and the rest of his companions remained behind. The verse calling for everyone to march out is understood to have been abrogated by the verse permitting only a portion to mobilize, or it is specific to times when the Prophet called the entire community to arms, such as during the expedition of Tabuk.
