Is a resident alien (*Musta'man*) who commits theft, murder, or usurpation in the Islamic domain liable upon returning to their domicile in the Abode of War (*Dar al-Harb*) and subsequently entering a new covenant of safe passage?

The obligations incurred by a resident alien (*Musta'man*) for theft, murder, or usurpation committed while under safe passage in the Abode of Islam must be exacted from them if they return to their original abode in the Abode of War and later re-enter under a new safe passage agreement. Liability remains established from the initial offense.
