Is retreating to a fortress permissible after meeting the enemy outside?

If they meet the enemy outside the fortress, it is permissible for them to retreat to the fortress. This is treated as a maneuvering tactic for battle or joining a larger fighting group (tahayyuz ila fi'ah).
