What is the ruling regarding the distribution of the spoil taken by a killer when the commander (Khalid ibn al-Walid) withheld a portion?

Primary text
If the commander withholds a portion of the slain enemy's spoil that rightly belongs to the killer, the commander must hand over the entirety of the spoil to the killer upon appeal to the Prophet (peace be upon him). This is established by the report where Khalid ibn al-Walid withheld part of a Roman soldier's spoil from the killer, and the Prophet commanded Khalid, "Give it to him," in response to Khalid stating he thought it was too much for the killer. This incident is reported by Abu Dawud via a chain including 'Awf ibn Malik.
