What is the ruling regarding a warrior choosing to stay on the shore while the army campaigns at sea?

If an army campaigns at sea and a man wishes to remain on the coast, he must seek permission from the commander who has authority over all the vessels. It is insufficient for him to seek permission only from the commander of his specific vessel. This is the view established by Ahmad.
