Is the safe conduct granted by a woman valid?

The safe conduct granted by a woman is valid. Aisha stated that a woman could grant protection to others, which was permissible. Umm Hani narrated that the Prophet (PBUH) upheld her granting protection to her relatives whom her brother intended to kill, stating, "We have protected those you protected, O Umm Hani."
