Is security (Aman) to be granted to someone seeking to hear the Book of God and learn the laws of Islam?

Security must be granted to anyone who requests it specifically to hear the recitation of the Quran and learn the ordinances of Islam, after which they must be returned to their place of safety. There is no known difference of opinion on this matter. This position is held by Qatadah, Mak'hul, Al-Awza'i, and Al-Shafi'i. Umar ibn Abd al-Aziz commanded this in his correspondence. The evidence is the saying of God Almighty: {And if anyone from the polytheists seeks your protection, then grant him protection so that he may hear the word of Allah. Then deliver him to his place of safety} (Quran 9:6). Al-Awza'i stated this ruling remains valid until the Day of Judgment.
