Is accepting the Jizya mandatory upon tender?

Acceptance of the Jizya (tribute) is incumbent upon Muslims when it is offered by the designated non-Muslim subjects. Fighting them becomes unlawful upon such tender. This is based upon the command in the Quran to fight those who do not believe in Allah until they pay the Jizya willingly by hand while being humbled (Quran 39:29). The payment of the Jizya is established as the ultimate purpose for the fighting. Furthermore, the Prophet (peace be upon him) commanded, "Invite them to pay the Jizya; if they answer you, accept it from them and refrain from fighting them."
