How is the collection of the annual levy ensured from a Harbiy who might avoid re-entry?

The argument that collection will be missed if only taken once annually is incorrect. The levy is taken the first time the Harbiy enters, and the collector records what was taken. Nothing further is taken until that year passes. If the Harbiy returns in the second year, the levy is taken upon their first entry, and nothing is missed from the right of the first year if they did not re-enter earlier.
