If the trader has a debt owed by someone that is due immediately (*hal*), the debtor must be compelled by the authority to fulfill the payment. If payment cannot be obtained due to default or the debtor's absence, the trader should be allowed to remain in order to collect the debt, as the transgression is on the part of the debtor, and expelling the creditor would mean the loss of his wealth.
