Is it permissible for a non-Muslim envoy to enter the Haram for official communication?

If a non-Muslim seeks entry as an envoy to the Imam residing in the Haram, someone should exit to hear the message and convey it. If the envoy insists on meeting the Imam directly, and the interest of the community dictates it, the Imam may exit to meet him, but the envoy is not granted permission to enter the Haram.
