Is it permissible for the ruler to reduce the prescribed tax based on public interest?

The ruler has discretion to waive taxation entirely (*al-tark*) if he perceives an interest or benefit (*al-maslaha*) in doing so, as evidenced by Omar's action of taking less than one-tenth on certain goods to encourage transport to Medina.
