Is it permissible to wage war against the People of the Book (Dhimmi) if a faction of them breaks the covenant?

If a faction of the People of the Book breaks their covenant (Naqd), it is permissible to wage war against them and kill them. If only some of them break the covenant while others remain adherent, the ruling regarding the breach applies only to those who breached it, not to the rest.
