What is the judge's recourse if non-Muslims adjudicate among themselves or one sues another among them?

If members of a non-Muslim community bring a dispute among themselves, or if some sue others from among them, the judge has the choice to either judge between them or to turn away from them. This latitude is granted based on the divine decree: "So if they come to you, judge between them or turn away from them" (Quran 5:42).
