It is incumbent that those from the territory of war (Dar al-Harb) do not enter Dar al-Islam without a prior guarantee of safety (Aman), due to the risk of them entering as spies or infiltrators to harm the Muslims. If one enters without Aman, he must be questioned. If he claims to be an envoy (Rasul), his word is accepted because proving otherwise is impossible, and envoys have historically arrived without prior Aman.

If he claims to be a merchant, his claim is accepted and his life is spared if he possesses goods for trade, as custom permits their merchants entry. If he possesses no goods for trade, his claim is not accepted because trade requires capital.
