Is a non-Muslim trader permitted to stay in Hijaz to sell their merchandise if necessary?

If the need arises for the trader to remain to sell their merchandise, it is plausible that this is permitted because compelling them to abandon or carry their goods results in the loss of their property. Preventing entry with merchandise altogether would cut off supply lines, causing harm to the inhabitants of Hijaz.
