According to Ahmad, the Arabian Peninsula, concerning the prohibition of non-Muslim residence, refers specifically to the Sacred City (Mecca) and its surroundings, which include Mecca, Al-Yamamah, Khaybar, Yanbu', Tayma', Fadak, and their dependencies. This is also the view held by Al-Shafi'i, as the Jews were not expelled from Tayma' or Yemen. The Hijaz is named thus because it serves as a barrier between Tihamah and Najd.

The prohibition on non-Muslims residing in the extremities of the Hijaz, such as Tayma' and Fayd, is not enforced, as Umar did not prevent them from residing there.
