What is the required administrative structure for managing the protected community (Ahl adh-Dhimma)?

For every ten individuals among the protected community, a representative ('Arif) must be appointed. This representative is responsible for monitoring significant changes concerning the tax obligation (Jizya). These changes include those who reach maturity (bulugh), recover from insanity (junun), return from absence (ghayba), convert to Islam, die, or leave the area.
