What is the ruling regarding the livestock wealth (*mawashī*) of People of the Book regarding *Ṣadaqah* (obligatory charity)?

People of the Book do not owe *Ṣadaqah* on their livestock or wealth; only *Jizyah* is taken from them. This is the position narrated from Imam Ahmad. The sole exception is those with whom a reconciliation (*ṣulḥ*) has been established for them to be treated differently, such as the Christians of Banu Taghlib, upon whom 'Umar (may Allah be pleased with him) imposed double the *Ṣadaqah* instead of *Jizyah* as part of their agreement.

Some scholars, citing the precedent of Banu Taghlib, hold that if non-reconciled groups refuse to pay *Jizyah* and there is fear of harm if their refusal is ignored, the Imam may reconcile with them to take the *Jizyah* under the name of *Ṣadaqah*, provided the amount taken is equivalent to or more than the due *Jizyah*.
