What is the ruling regarding a wife suing her husband concerning divorce, Zihar, or Ilaa?

If a woman sues her husband regarding divorce, Zihar (a form of oath), or Ilaa (vow of abstinence), the judge has the choice either to proceed with her suit or to ignore her claim, based upon the verse, "So if they come to you, judge between them or turn away from them" (Quran 5:42).
