What is the ruling on repairing a partially damaged high section of a dhimmi's structure?

If only the elevated portion of the dhimmi's structure collapses, he cannot re-establish that height. However, if a part of the structure becomes dilapidated or damaged without collapsing entirely, he is permitted to repair and mend it, as this constitutes maintenance of an existing property, similar to a church (kanisah).
