If it is established that the validators themselves were morally corrupt, the liability falls upon the judge. This is due to his negligence (Tafreet) in accepting the testimony of a morally corrupt person without seeking proper validation (Tazkiyah) or investigation (Bahth). This liability is similar to when a judge accepts the testimony of Zina witnesses without validation and they are later discovered to be corrupt.
