Is it permissible for a judge to issue legal rulings (fatwas) concerning judicial matters?

It is disliked for a judge to issue legal rulings concerning matters that fall under judicial judgment. Shurayh used to state that he adjudicates but does not issue fatwas. This position is reported by Ibn al-Mundhir.
