It is permissible to write to a specific judge or to whomever receives the letter among the judges and rulers of the Muslims without specification, and the recipient is obligated to accept it. Abu Thawr holds this view, and Abu Yusuf considered it good.

Abu Hanifa stated that it is not permissible to write to an unspecified recipient. The evidence supporting permissibility is that a communication from a ruler within his jurisdiction, which reaches another ruler, necessitates acceptance, just as if the letter were addressed specifically to him.
