When must a judge investigate the integrity of witnesses if their character is unknown?

If the judge does not know the integrity of the witnesses, an investigation must be conducted. If their integrity is not established, the judge informs the claimant, 'Bring more witnesses.' If the claimant has no evidence, the judge informs them that they have the right to the defendant's oath.
