Can a judge rule on the rights of absent persons?

A judge may rule concerning the rights pertaining to other human beings (huquq al-adamiyyin) involving an absent person. However, the judge cannot rule concerning the prescribed punishments (Hudud) related to God's rights (Huquq Allah) concerning the absent person.
