Is a judge's ruling valid when issued outside of their jurisdiction?

According to the apparent view of Al-Kharaqi, the statement of a judge regarding a ruling made outside his jurisdiction is accepted, and his decree is binding. This is because if his statement is accepted concerning a ruling made after his removal from office and complete cessation of authority, it is more appropriate that it be accepted while his authority still exists outside that specific locale.
