The original basis for enforcing a judge's written order upon another judge or ruler is the Book (Quran), the Sunnah, and the consensus of the Ummah. This is supported by Quranic verses demonstrating written communication from a superior authority (e.g., Quran 27:29-31) and the Prophet's (PBUH) correspondence with rulers like Caesar and Khosrow, and his writing to his governors. The Ummah has agreed upon the acceptance of a judge's letter to another judge because necessity dictates it, as rights holders in distant lands cannot always travel to pursue their claims.
