What is the methodology for deriving a legal ruling when explicit texts are absent?

When a new legal issue arises, one must first consult the Book of Allah. If no ruling is found there, the Sunnah of the Messenger must be examined. If the Sunnah is also silent, then analogy (Qiyas) must be employed, linking the new issue to the closest established principles. This procedure is supported by the famous hadith concerning Mu'adh ibn Jabal, which, despite having a chain of unknown narrators, has been accepted by scholars and is in alignment with statements from the Companions. Umar commanded Shurayh to rule based on what was clear in the Book of Allah, then follow the Sunnah for matters not clear in the Book, and use his own reasoned judgment (Ijtihad) for matters not clear in the Sunnah. Ibn Mas'ud conveyed a similar directive.
