How should precedence be granted when both travelers and residents are present?

If there are few travelers such that prioritizing them over residents does not cause harm, the travelers should be prioritized due to the difficulty associated with travel, which God has eased for them through concessions like shortening the fast and prayer. The judge may allocate a specific day for their matters or hear them immediately before residents. If the travelers are numerous such that prioritizing them would cause harm to the residents, then travelers and residents are treated equally, as the initial reason for their preference (avoiding specific harm) is negated when their prioritization causes harm to others.
