Upon appointment to a jurisdiction outside his own city, the Imam must inquire about the people of that locale by seeking out reliable scholars, virtuous individuals, and those known for integrity and modesty to ascertain the necessary knowledge about the place and its inhabitants. If unable to find this information beforehand, he must seek it upon arrival. As he nears the city, he should send someone ahead to announce his impending arrival so the people may meet him. If possible, the judge should arrive on a Thursday, following the Prophet's practice when returning from travel. Upon entry, he should proceed to the main mosque, pray two rak'ahs as the Prophet did upon entering Medina, and supplicate to God for success, protection, assistance, and sincerity in his deeds. He must then instruct his caller to announce to the city that he has arrived as the judge and set a time for the reading of his commission. He should reside in a central location within the city to ensure equal access for all citizens.
