What is the ruling when a detainee admits to owing a debt for which they are imprisoned and claims ability to pay?

If the detainee states that they are imprisoned rightfully because they owe a debt for which they are capable of paying, the judge must order them to settle the debt immediately, or else they will be returned to prison.
