What is the ruling if one party claims and the other claims to be the claimant?

If one party makes a claim (دعوى) and his opponent responds by saying, 'I am the claimant,' the judge must disregard the opponent's claim and instruct him to answer the first claim made against him. The opponent may then bring his own claim afterwards.
