Is a subsequent ruler obligated to review the judgments of his predecessor?

A subsequent ruler is not obligated to review the judgments issued by his predecessor because the apparent validity of those judgments is presumed, and it is presumed that the predecessor only appointed those qualified for judgeship. If the subsequent ruler chooses to review them, he must assess whether the prior judge was qualified for the position.
