Is the hiring (kira') of animals for transport to places like Makkah permissible?

Scholars have unanimously agreed upon the permissibility of hiring camels for transport to Makkah and elsewhere. Evidence is found in the verse commanding the use of horses, mules, and donkeys for riding (Quran 2:8), without distinction between owned or hired animals. Furthermore, Ibn Abbas and Ibn Umar narrated interpretations regarding seeking bounty from Allah (Quran 2:198) that include hiring for pilgrimage. The need for hiring arises because people require travel, especially for the obligatory Hajj, but not everyone owns or is capable of managing the necessary beasts of burden, thus making hiring permissible to meet this necessity.
