When a person hires a camel specifically for Hajj, they are permitted to ride it to Mecca, from Mecca to Arafat, and to Mina, as riding to Mina constitutes part of the completion of the Hajj rites. This interpretation is supported by the view that these subsequent movements are integral to the Hajj and its necessities, justifying why the expense is obligatory upon the pilgrim who must perform Hajj. This scope is encompassed within the Divine decree: Quran 3:97.

A dissenting view holds that riding to Mina is impermissible because it occurs after the pilgrim has already exited the state of Ihram (Tahallul from Hajj).
