When the ruler imposes a restriction on an improvident person, it is recommended (Mustahabb) that witnesses be present to make the status known, so that people may avoid transacting with him. If the ruler deems it appropriate, he may order a crier to announce the matter publicly for general knowledge, though it is not strictly required (lā yushtarat). The restriction may become known through public notoriety and common discussion among people.
