Is it permissible to loan a beautiful woman to a man who is not her Mahram (unrelated male guardian)?

Loaning a beautiful woman to a man who is not her Mahram is not permissible if the man would be in seclusion with her or look upon her, as her safety cannot be guaranteed. The loaning of a woman to another woman or to her Mahram is permissible.
