If the declaration is initiated during a part of the first year but not completed within that year, must the remainder be completed later?

If the declaration is missed for only a part of the first year, the remainder must be declared afterward. Based on the opinion that the obligation does not lapse upon delay, the remainder of the declaration should be performed during the remaining time, completing the requirement in the second year. Regardless of the prevailing opinion on the lapse of obligation, ownership is not established by declaration in any year other than the first, as completing the declaration within the first year is a prerequisite for ownership, and this condition was not met if the declaration was partial in the first year.
