The assertion that property found in the Haram cannot be owned upon finding is contradicted by the ruling on currency found there, which is permissible to own after announcement. The distinction of the Haram is limited to the rule that only someone intending to announce the item may pick it up. If an item is permissible to pick up generally, it becomes owned after announcement. The analogy to camels is invalid because camels possess means of sustenance (water bags and grazing) that allow them to survive until the owner arrives, which is not true for most other found goods.
