What is the ruling if the declaration is omitted for a portion of the first year?

If the declaration is neglected for part of the first year, ownership is not established subsequently because the condition was not fully met. The lack of a part of the condition is treated as the lack of the entirety of the condition, analogous to invalidating purity or failing to meet the requirement for covering the 'awrah' in prayer if any part is missed.
