What is the ruling on lost property (dawabb) found by the Imam?

The Imam must witness the lost property, mark it as lost, and if he possesses a protected grazing area (hima), he may let it graze there if he deems it appropriate. If he sees benefit in selling it, or if he has no grazing area, he sells it after documenting its characteristics (tahliyah) and preserving the sale price for its rightful owner. This is deemed more secure for the property because leaving it unattended leads to the property consuming its own value through maintenance.
