Is it permissible to impose Mukharajah upon someone who has no means of earning?

It is not permissible to impose Mukharajah upon someone who lacks the means to earn. This is supported by the report from Uthman (may Allah be pleased with him) who stated not to task the young with earning, lest they resort to theft, nor task women lacking a craft, lest they earn through illicit means. Furthermore, imposing a charge upon one without means compels them beyond their capacity, and the Prophet (peace be upon him) stated, 'Do not burden them beyond what they can bear.' Such compulsion might drive them to acquire the money through illegitimate means, in which case the master is prohibited from taking it.

Abu Lu'lu'ah came to the Commander of the Faithful, Umar ibn Al-Khattab, and asked him to request Al-Mughirah ibn Shu'bah to lighten the Mukharajah imposed upon him.
