What is the ruling regarding the husband's inability to pay housing rent (Ujrat al-Maskan)?

There are two views concerning the husband's inability to pay housing rent. The first view holds that the wife has the option for dissolution because housing is necessary, similar to maintenance and clothing. The second view, which is the opinion favored by Al-Qadi, holds that she has no option because the body can subsist without it.
